Deputy head of KGIOP: We are not going to demolish anything without determining the historical and cultural value

The leader of the United Russia faction, Pavel Krupnik, spoke out against the mass demolition of buildings in the Narva Zastava area. On the eve of the Legislative Assembly of St. Petersburg held parliamentary hearings on the draft law on changes in the boundaries of the zones of protection of cultural heritage, introduced by Governor Alexander Beglov.

City defenders believe that the changes will make it possible to demolish about 200 houses in St. Petersburg, including eight pre-revolutionary buildings on Obukhovskaya Oborony Avenue, more than 20 buildings of Kokorev’s warehouses on Ligovsky Prospekt and more than 160 historical buildings on Narvskaya Zastava. Changes on Obukhovskaya Oborony Avenue are planned for the construction of the Bolshoy Smolensky Bridge, and on Ligovsky Avenue – for the construction of a high-speed railway.

Deputy head of KGIOP Alexei Mikhailov, presenting the bill to the deputies, said that during the demolition of Kokorev’s warehouses, Russian Railways undertakes to preserve the entire buildings as much as possible in order to integrate them with the structure of the terminal. On Obukhovskaya Oborony Avenue, they are also thinking about how to preserve the maximum number of buildings. However, only one has been saved so far.

The leader of the United Russia faction, Pavel Krupnik, asked what work was planned to be carried out on the territory of the Narva outpost, but Mikhailov replied that this was not exactly his field of activity. He added that there are some objects there, the appearance of which must be preserved, Zaks.ru reports.

However, Mikhailov hardly named the exact number of objects that need to be preserved in this quarter. He explained that the previous examination was carried out back in 2011, but then the experts used irrelevant data.

Deputy Krupnik wants to take all possible measures within his powers so that the Narva Zastava remains in its original form. He said that he was not going to support the bill in this form and would seek amendments.

Among the buildings that could be demolished was the school where the poetess Olga Berggolts studied. “I have a request to correctly formulate the question. We’re not going to demolish anything. We define historical and cultural [ценность]”, – said the deputy head of KGIOP Mikhailov.

However, to a clarifying question about how the historic building where the poetess studied was under threat of demolition, the official in charge of protecting monuments replied that authoritative experts had not found grounds for preserving it. “This is not a school, this is not where she started studying and finished studying. All these aspects were discussed at the council, and the result of this council was the decision laid down in this law,” the official said.
