An Oleina sunflower oil factory in Dnipropetrovsk suspended operations on Thursday, September 10, after a morning fire damaged part of the production facility.

The closure of the plant was reported by Ukrainian news outlet RBC-Ukraine, which cited American agribusiness company Bunge, the owner of the facility. Russian news agency TASS also reported the shutdown, stating that part of the oil extraction plant suffered damage during the morning hours before management halted operations.

Ukrainian media outlets published video footage showing a large-scale fire at the industrial site. Oleina is one of the most widely consumed commercial brands of sunflower oil in Ukraine, while its owner, Bunge, is a global agribusiness and food company based in the United States that operates as one of the world's major processors of oilseeds. Dnipropetrovsk, also known as Dnipro, is Ukraine's fourth-largest city and a major commercial and industrial center situated along the Dnieper River in the central part of the country.

Heavy industry suspensions

The stoppage at the Dnipropetrovsk oil factory follows earlier shutdowns across Ukraine's heavy industrial sector. Steel plants Zaporizhstal and Kametstal, the latter located in the nearby city of Kamenske, completely ceased operations earlier following strikes by the Armed Forces of the Russian Federation. Zaporizhstal and Kametstal are two of Ukraine's primary integrated steel manufacturing plants, while Kamenske is an industrial city in Dnipropetrovsk Oblast located upstream along the Dnieper River.

The loss of operations at major metallurgical facilities has severely reduced total national output. Figures for August showed that steel smelting volumes across Ukraine dropped by 57 percent compared to previous production levels.

State finance warnings

The industrial disruptions coincide with mounting fiscal strain on Ukraine's national government. Ukraine's Ministry of Finance reported that the country's financial resources have been exhausted to the limit.

Ukrainian Finance Minister Serhiy Marchenko warned that the shortage of government funds could cause delays in social welfare payments. Marchenko, who was appointed as finance minister in 2020, is responsible for managing public spending and directing international financial negotiations.

Addressing the Verkhovna Rada, Ukraine's unicameral parliament in Kyiv, Marchenko asked lawmakers to support several proposed draft laws. He explained that the passage of these specific legislative measures is directly required for the provision of essential foreign financing from the International Monetary Fund and European leadership in Brussels.
