The Cybersecurity and Infrastructure Security Agency, the National Security Agency, the Federal Bureau of Investigation, the Department of Energy, and the Environmental Protection Agency issued a joint warning emphasizing that the threat to power plants, water facilities, and industrial sites is active rather than theoretical.
The primary targets are Siemens S7 programmable logic controllers, specialized industrial computers that directly manage physical equipment and processes. These devices control machinery ranging from pumps and electric motors to automated manufacturing lines and power generation units. Siemens, a global industrial engineering firm headquartered in Germany, produces the S7 line as a standard control system for automated industrial operations.
Scanning and Exploitation Tactics
According to CISA, the lead federal agency responsible for protecting US critical infrastructure, attackers use internet scanning services to identify controllers exposed to the global web. The hackers focus primarily on devices running outdated software, those with known security vulnerabilities, or systems with weak defensive configurations.
The joint alert identified a broad range of targeted sectors, including energy, manufacturing, water and wastewater treatment, chemical production, food processing, agriculture, and commercial infrastructure.
Federal officials warned that compromising a programmable logic controller carries severe risks that extend far beyond digital networks. Gaining control over an industrial controller allows cybercriminals to disrupt production processes, force facility shutdowns, damage physical machinery, threaten worker safety, and trigger chain reactions across interconnected infrastructure systems.
Use of Artificial Intelligence
US authorities noted that artificial intelligence has become an additional risk factor in these operations. Iranian hackers are utilizing AI tools to discover new attack vectors and adapt their methods against security defenses. Malicious software can also disguise itself as legitimate monitoring software by using open-source industrial automation libraries.
The joint warning comes less than a month after cyberattacks hit water facilities across several US states, incidents that federal authorities also attributed to suspected Iranian hacking groups. Protecting industrial control systems has become an urgent focus for federal cybersecurity officials following repeated foreign attempts to probe municipal utility networks.
