The Ministry of Culture and National Heritage is debating the introduction of a new media act, the changes of which would include, among others, the RTV subscription fee. The ministry argues that the current regulations do not guarantee the stability of the media. Tadeusz Kowalski, a member of the National Broadcasting Council, shares this opinion and, in an interview with the Wirtualne Media service, stated: “A new act is needed on the financing of public media. The subscription fee is dead.”
During the consultations that have been ongoing since June 24, Confederation MPs have put forward the idea of completely eliminating RTV license fees. It is not yet known, however, when the new regulations will come into force, or whether the ministry will actually decide to eliminate the fees. Until now, all owners of television and radio receivers have had to pay fees according to the price list indicated in the regulation of the National Broadcasting Council.
The amount of RTV subscription fees in 2024. Who is exempt from the RTV subscription fee?
In 2024, the fee for 1 month for a radio receiver is PLN 8.70 per month, while for a television or television and radio receiver PLN 27.30 per month. However, there is a certain group of people who, pursuant to Article 4 of the Act on Subscription Fees, are exempt from the aforementioned fees. These are:
- Persons classified as disabled in group I;
- Persons with a confirmed total incapacity for work;
- People with a significant degree of disability;
- Persons with permanent or temporary incapacity for work on an agricultural farm;
- Persons over 75 years of age;
- Persons who receive a care benefit or a special care allowance from a competent body performing tasks in the field of family benefits as a task assigned from the scope of government administration, or a social pension from ZUS or another pension and disability pension body;
- Deaf persons who have been diagnosed with complete deafness or bilateral hearing impairment;
- Blind persons whose visual acuity does not exceed 15 percent;
- Persons who are over 60 years of age and are entitled to a pension whose monthly amount does not exceed 50% of the average salary in the national economy in the preceding year, as announced by the President of the Central Statistical Office;
- Persons who meet the income criteria specified in the Act of 28 November 2003 on family benefits;
- unemployed persons;
- Persons entitled to pre-retirement benefits or allowances;
- War and military invalids, as well as combatants who are war or military invalids (including their family members);
- Persons who have been classified in one of the disabled groups due to a disability related to employment;
- Persons with injured veteran status.
