The Andorran Government has agreed that in order to obtain a residence permit it will be mandatory to prove knowledge of Catalan, meaning that, finally, all groups, including content creators such as “youtubers” residents in Andorra, must learn Catalan to be able to reside in the principality.

As reported this Friday by the Andorran News Agency (ANA), the legislative commission of Education, Research, Culture, Youth and Sports closed the text of the native and official language bill thanks to a consensus of Democratic groups -the governing party of Andorra-, of Concòrdia, Social Demòcrata and Committed Citizens, so it is expected that the bill will be approved with a clear majority on April 25.

Throughout the debate on this bill, the extension of the obligation to learn Catalan to “youtubers” who, according to the version of the text from last September, were exempt from this obligation, has sparked controversy. If the law is approved, it will come into force on April 26, 2026 and, in the case of the first renewal, it will be necessary to prove the A1 level of Catalanwhile for the second the requirement will be level A2.

These necessary levels of Catalan will be extended to all immigration permits and, at this point, it is established a period of five years so that the law is mandatory for all permits. The parliamentary groups have highlighted that the text fulfills “its integrative mission, associating the progressive learning of the language by newcomers and the accreditation of this with immigration permits.”
