On December 19, the Sejm adopted a resolution on the restoration of legal order and the impartiality and reliability of the public media and the Polish Press Agency, calling on the State Treasury to take corrective actions. A day later, the Minister of Culture and National Heritage, Bartłomiej Sienkiewicz, acting on the basis of the provisions of the Commercial Companies Code, dismissed the current heads of public media.
On the same day, a real revolution began on TVP, aimed at immediately depoliticizing the message. The transmission of TVP3, TVP Info and TVP World was interrupted, and a looped ID was broadcast during “Wiadomości”, “Teleexpress” and “Panorama”. At 7:30 p.m., Marek Czyż appeared on Channel One, explaining the reasons for the changes and inviting viewers to a new news program of Telewizja Polska.

The next day, the daily “19.30” debuted, replacing the propaganda “Wiadomości” of TVP, headed by Danuta Holecka. In the following weeks, subsequent programs and stations were successively restored. So far, only TVP World, the English-language channel of the public broadcaster, has not resumed broadcasting. However, this is about to change soon.
Now the National Broadcasting Council has commented on the changes. it was found that, according to the monitoring carried out, “TVP failed to fulfill its public mission because, from December 20, 2023, it did not distribute TVP3 Regionalna programs and programs created by 16 Regional Branches of Telewizja Polska, TVP Info and TVP World” and “did not provide recipients with the planned main programs information, journalistic and services.
Reference was also made to the Charter of Duties for 2020-2024, agreed with the National Broadcasting Council, according to which the broadcaster should constantly broadcast 39 stations, including those that stopped broadcasting after December 20:
The information contained in the programming and financial plan (a document specifying the method of implementing tasks resulting from the public mission) approved for 2023 and 2024 shows that Telewizja Polska is obliged to broadcast TVP INFO, TVP World, 16 regional programs and the common band TVP3 Regionalna on a daily basis . TVP Info and TVP World are scheduled 24 hours a day, TVP3 common band for approx. 17.5 hours. daily, and TVP3 regional programs for over 6 hours. a day – we read.
The state authority also drew attention to the fact that in accordance with the Charter of Duties and programming and financial plans for 2023 and 2024, Telewizja Polska must provide access to online platforms: TVP VOD, tvp.info, regiony.tvp.pl and the TVP GO application. The TVP Info online portal disappeared on the same day as the station’s broadcast was suspended. It returned in mid-January, along with the station’s YouTube channel. The most propaganda items have also disappeared from the TVP streaming service, which did not go unnoticed by the National Council:

Telewizja Polska did not regain its entire share in GRP after TVP Info was reactivated. This share remained lower by 5 percentage points – calculates the National Council.
Moreover, it was decided to postpone the payment of the January installments of the TV license fee to February 12. According to the state body, the reason is “the legal chaos created in public radio and television broadcasting entities caused by the decisions of the Minister of Culture and National Heritage; including those of December 27, 2023 and December 29, 2023, taken in flagrant violation of the law, to dissolve media companies public entities, placing them in liquidation, dismissing their bodies and appointing liquidators.
The National Council also announced the preparation of “a mechanism for the payment of funds from license fee revenues to public radio and television broadcasting entities placed in liquidation confirmed by a final judgment of the registry court.” However, the head of the National Broadcasting Council does not recognize the new authorities at Telewizja Polska. The liquidator of TVP is Daniel Gorgosz, who called in writing the chairman of the National Council to immediately transfer the January installment of the license fee to the company.
However, Maciej Świrski, who commands the state body, has no intention of responding to this call. He stated that it could not be recognized because “Mr. Gorgosz is not authorized to act on behalf of the company: Telewizja Polska Spółka Akcyjna, which is entitled to receive funds from license fees” and, moreover, there is no company Telewizja Polska SA in Liquidation. The liquidator responded with a pre-trial summons, announcing that in the event of non-payment, the company would file a lawsuit.
