Guillermo Lasso confirms his position to report on Pandora’s papers in Carondelet

According to the call, the first president would have to appear at 10:00 on this October 22 before the Constitutional Guarantees Commission.

The President of the Republic, Guillermo Lasso, will not appear today before the Constitutional Guarantees Commission that requires his information in relation to the investigation called Pandora Papers and its alleged connection to the case.

In a letter dated October 21, he ratified his position revealed on October 20, in which the head of state clarified that he has no connection with trusts in tax havens and that he has paid taxes on his assets. He also invited the assembly members of the Guarantees Commission to go to the Government Palace to receive the corresponding information, and requested that this version be collected once the calendar of appearances foreseen in this investigation concludes.

Guillermo Lasso responds to the Assembly on Pandora’s papers and invites Carondelet to the Commission

The Commission, chaired by legislator José Cabascango (PK), reconvened the president for this Friday, October 22, first at 08:00 and then rectified at 10:00.

The legislative table, commissioned by the full Assembly, began an investigation process after the publication of Pandora’s papers, which constitute a leak of files where capital and assets domiciled in tax havens are recorded, where the first president is named.

Guillermo Lasso, dated October 21, responds to the second request to appear and indicates that he has received two communications summoning him to the Commission where the time of the call is modified.

But that it respectfully ratifies the terms of its communication delivered on October 20, without it being necessary to abound in new arguments.

In a letter signed on October 21, the president of the Guarantee Commission, José Cabascango (PK), lets the president know: In a respectful and restrained manner “May I indicate that based on the aforementioned regulations, the oversight and political control competence exercised by the National Assembly does not allow accepting your kind invitation to transfer your appearance to the Government Palace”.

Faced with the arguments presented by the Head of State regarding the lack of competence on the part of the National Assembly to carry out the investigation ordered by the plenary session of the Legislative Branch, Cabascango clarifies that although the Office of the Comptroller General of the State has competence to carry out the procedure for the dismissal of public servants and dignitaries of popular election, it is also true that the commission that the Commission has is based on the Constitution and the Law.

For this reason, it insists on summoning the first president for the second time as non-delegable to the meeting of the Commission to be held on Friday at 10:00, in the hall of former presidents of the National Assembly.

Cabascango defended his insistence on summoning President Guillermo Lasso as a public official.

Regarding the warning issued a day before at the table of a possible political trial to the president for not attending the call, Cabascango indicated that he appeals to the will of the president to appear and allow the information to flow. (I)
