PCM creates a working group to address the mining conflict in Ayacucho

The Presidency of the Council of Ministers (PCM) ordered the creation of the “Working Group for the development of the provinces of Lucanas, Parinacochas and Páucar del Sara Sara, in the department of Ayacucho”, responsible for promoting territorial development and improving the state response to the needs of the population living in the area of ​​influence of the Apumayo, Breapampa, Pallancata and Inmaculada mining units.

This group led by the PCM must articulate and coordinate with public entities and other actors for the fulfillment of commitments assumed in the dialogue process; as well as contributing to the fulfillment of the agreements reached at the meeting held on November 19, 2021, in the district of Coracora.

It must also evaluate the socio-environmental development of the area of ​​influence of the Apumayo, Breapampa, Pallancata and Inmaculada mining units, as well as propose the actions and measures that contribute to the fulfillment of the objective of the Working Group, “publicly informing the progress”.

The work table arranged by Ministerial Resolution No. 010-2022-PCM will be composed of:

  1. A representative of the Presidency of the Council of Ministers, who chairs it.
  2. A representative of the Ministry of Energy and Mines.
  3. A representative of the Ministry of the Environment.
  4. A representative of the Ministry of Agrarian Development and Irrigation.
  5. A representative of the Ministry of Justice and Human Rights.
  6. A representative of the Ministry of the Interior.
  7. A representative of the Supervisory Agency for Investment in Energy and Mining.
  8. A representative of the National Water Authority.
  9. A representative of the National Environmental Certification Service for Sustainable Investments.
  10. A representative of the Agency for Environmental Assessment and Enforcement.

The group is valid for a period of 180 calendar days, extendable for an additional period. After that, the Presidency of the Working Group, with the support of the Technical Secretariat, which will fall on the Ministry of Energy and Mines (Minem), has another 30 days to present its final report to the PCM.

In this way, the Minem assumes administrative responsibility, operational coordination of operation and execution of the provisions that are agreed upon, through periodic reports. Likewise, it is responsible for keeping the record of the agreements, safeguarding the minutes and all the documentation that is generated.

PCM: dialogue tables in Ayacucho

The “Working Group for the development of the provinces of Lucanas, Parinacochas and Páucar del Sara Sara, in the department of Ayacucho” can call for the participation of peasant communities and social organizations from the aforementioned areas of influence, as well as other public entities within the framework of their respective competencies and private legal entities, academic and research institutions, and non-governmental organizations, as “guests”.

The group can request the collaboration, advice, support, opinion and technical contribution of representatives of the rural communities and social organizations of the provinces, of different public and/or private entities, of the national and international scope, as well as of the regional government and local governments. premises involved, without this generating expenses for the Public Treasury.

Finally, the team led by Prime Minister Mirtha Vásquez, through the Technical Secretariat, can request information from the rural communities and social organizations of the provinces, and from relevant public and/or private entities, for the fulfillment of its functions.
