Reconstruction with Changes: S / 6,000 million were invested in 13 regions in 2021

The Authority for Reconstruction with Changes (ARCC) reported that, during 2021, more than S / 6,000 million was invested in the execution of works, in the 13 regions of the country that were affected by the El Niño Costero Phenomenon.

The amount executed last year is 86% higher than what was executed in 2020 (S / 3,225 million), a year in which it must be taken into account that the works were paralyzed for a period of six months, due to the effects of the pandemic.

However, if compared to the S / 2,475 million invested in 2019, the amount executed in 2021 was more than double that achieved in the referred year.

The executive director of the ARCC, Amalia Moreno, highlighted that the amount executed represents 15.3% of public investment.

Moreno Vizcardo highlighted that the more than S / 6,000 million invested have positioned the ARCC as the second largest executor, after the Ministry of Transportation and Communications, which owns 24.4% of the execution of the National Government. This figure represents 68.2% of the allocated budget.

Disaggregated by levels of government, the Executive (ministries in charge of reconstruction works and the ARCC) executed S / 2,837 million, equivalent to 70.7%; local governments, S / 2,548 million, equivalent to 67.6%; and the regional governments, S / 619 million, which meant an advance of 60.5%.

Of the S / 2,837 million, the ARCC executed S / 1,995 million, an amount that represents 79.5% of the S / 2,508 million budgeted, which becomes one of the highest execution rates among the ministries.

Moreno Vizcardo highlighted that the ARCC is directly in charge of rebuilding 74 schools and 15 health establishments, and the construction of comprehensive solutions in flood control of 12 rivers and 3 streams on the coast, which it carries out through the Government Agreement to Government signed with the United Kingdom.

“This agreement has contributed to a significant increase in investment by the National Government that reached S / 16,392 million in the last year,” he said.

Execution by regions

The highest amounts executed in 2021 by the three levels of government occurred in Piura, the region most affected by the El Niño Costero Phenomenon, with S / 1,682 million; Áncash, with S / 1,152 million; and La Libertad, with S / 1,109 million.

The executing entities have invested S / 712 million in Lambayeque and S / 514 million in the Lima Region. In the regions of Arequipa, Ayacucho, Cajamarca, Huancavelica, Ica, Tumbes and Loreto, Reconstruction with Changes works are also being carried out.
