The provision that ordered the selection of Petroecuador managers with the advice of a specialized firm was eliminated

President Guillermo Lasso issued Executive Decree 299 that withdraws one of the actions that was part of the hydrocarbon policy.

One of the measures of the hydrocarbon policy of the government of Guillermo Lasso, established in Executive Decree 95 of July 7, 2021, was to carry out within 100 days a process of selection of profiles for management positions in Petrocuador, with the advice of a specialized and independent firm, which allows to have “a top-level value chain managerial staff”; however, this was repealed by the president himself.

The recent decision was embodied in Executive Decree 299, signed by Lasso on December 22, which orders the elimination of literal ‘t’ from article 4 of Decree 95.

The new provision includes the hiring of the positions of general manager, exploitation and production manager, transportation manager, refining manager, international trade manager, and national trade manager of Petroecuador.

Among the considerations set forth in Decree 299, it is noted that on December 20, the chairman of the board of the Empresa Coordinadora de Empresas Públicas (EMCO) requested the reform of Decree 95.

In addition, it is indicated that “it is imperative for the country and the Ecuadorian Government to have the best profiles to manage public companies in strategic sectors; and, in view of the legal attributions of the boards of the different companies, as well as the chairman of the board of the Empresa Coordinadora de Empresas Públicas ”.

The other articles of Executive Decree 95 remain unchanged. (I)
