The destructive passage of El Niño Costero in 2017, which remained in the retina of all Peruvians after devastating Punta Hermosa and anticipating the creation of the already sentenced Authority for Reconstruction with Changes (ARCC), caused the price increase of 390 of the 532 products from the basic family basket, according to data from the INEI.
Now, the Ministry of Agrarian Development and Irrigation (Midagri) assures that there will not be any type of food shortage, especially those that come from Tumbes, Piura, Lambayeque, La Libertad and Áncash, which account for around 25% of the agricultural GDP.
“We guarantee that there will be no shortage of food in the family basket. It is true that climate changes affect both producers and consumers, but for that we have had mitigation measures throughout the year and we have others for next year. Our farmers are resilient, they continue to plant,” said Minister Jennifer Contreras.
In addition to early climate change warning programs, Midagri has improved Catastrophic Agricultural Insurance (SAC) so that in 2024 faster attention is provided by insurers, and the insured area can also be increased. Currently, there are 1 million 900,000 hectares with this guarantee.
On the other hand, Co-financed Agricultural Insurance (Sagro) has been implemented, which allows the producer to be compensated for his entire loss, so that he can recover his ability to replant by paying only 20% of the premium. The other 80% is assumed by the State, a model is already being worked on with some savings banks and Agrobanco.
Clearing works
As part of Con Punch Agro, the sector promoted the formation of 428 executing units to carry out the cleaning of canals and drains, which have benefited 1.4 million in 23 regions. The attention of 56,754 kilometers was facilitated, as well as the cleaning of reservoirs: 520,000 cubic meters of water.
In this sense, Minister Contreras stressed that her portfolio has executed, at the budget level, 81.2% of what was commissioned through Emergency Decree 015-2023, as well as 90.2% of the funds from the Emergency Decree. In parallel, the Our Cities Program (PNC) of the MVCS, from the UBO Piura, executes 5 interventions in 4.79 km in the districts of Piura, Pariñas, Morropón and Canchaque, which will benefit 41,950 inhabitants located in vulnerable areas. In addition, more than 42,000 m³ of weeds, mud and stones will be removed, equivalent to 2,830 dump trucks. “For the first time, the ANA was in charge of clearing and cleaning rivers, which is not its function.”
