The Peruvian Government approved the creation of the Investment Project Studies and Design Organization (OEDI), the governing institution that must provide technical assistance in investment projects aimed at regional and local governments.
Through Legislative Decree 1615, the Executive Branch determines the creation of the OEDI as part of the powers granted by the Congress of the Republic for economic reactivation.
“The OEDI is competent to provide technical assistance in the preparation of pre-investment studies and technical files or equivalent documents for investment projects carried out by regional and local governments, as well as for the preparation of pre-investment studies and technical files or equivalent documents, which are delegated by agreement,” the document states.
Among its functions, OEDI must provide technical assistance in the preparation of pre-investment studies and technical files or equivalent documents of the investment projects of regional and local governments (prior collaboration agreement), in addition to providing technical assistance from the preparatory acts. until the contract is completed.
It may also issue a binding opinion to the consultations made by regional or local governments during the physical execution of the investment project related to its design, when this has been in charge of the OEDI, as well as verify and guarantee that the technical studies and specialized consultancies linked to the pre-investment studies, technical file or equivalent documents comply with the specific methodologies.
The Ministry of Economy and Finance (MEF), through the governing body of the National Multiannual Programming and Investment Management System, in coordination with the National Center for Strategic Planning, publishes annually until December 31 of each year, at its headquarters digital, the prioritized services in charge of the OEDI, the same ones that are considered for the fulfillment of its purpose.
