The general director of Communications Programs and Projects of the Ministry of Transportation and Communications (MTC), Edgard Mendoza, revealed that ProInversión will be in charge of defining the scheme for the definitive concession of the National Dorsal Fiber Optic Network (RDNFO).
During his presentation before the Transportation Commission of Congress, the official explained that the study that will be commissioned by agreement to the agency dependent on the MEF includes an analysis of demand, infrastructure development, improvements and optimization, and current situation of the service.
The proposal should not only enhance the RDNFO service, but also connect the trunk route – today in the hands, temporarily, of Pronatel – with new transportation projects at the regional level.
The definitive concession of the RDNFO, through these new parameters, is urgent, since Pronatel can no longer meet the growing demand for the service, despite the fact that 4 bidding processes have been carried out – all deserted, even though it was only for temporary administrator – since receiving the network, provisionally, in January 2022.
In turn, the executive director of Pronatel, Sarita Vílchez, acknowledged that, after the departure of Azteca from the RDNFO administration, traffic through the network has gone from 8% to 50%. This is a problem because there are five independent rings in the north, south and center that make it impossible to annex their total capacity.
As a result of these “bottlenecks”, more than 11,000 incidents have been recorded between January 2022 and October 2023, such as fiber optic cuts, lack of energy and changes in power lines.
“This has allowed us to identify that the State is not the best network administrator. The processes that the State has are not as expeditious as a private operator,” Vílchez remarked before the working group.
For this reason, Pronatel is preparing a draft legislative decree not only to improve its current administration, but also to allow it to take over regional fiber optic transport networks, including Rednace, which provides the service to public entities.
It should be noted that the RDNFO project deployed 100% of its 13,500-kilometer backbone network in 2016. The Internet service it provides is distributed through regional fiber optic networks to 180 of the 195 provincial cities in Peru.
