Finally, the Plenary Session of the Congress of the Republic approved bill 679 to provide a single national natural gas rate aimed at the domestic, industrial and vehicular sectors, a device that seeks to contribute to the massification of this resource throughout the territory.
Originally, the project had been approved on June 23, but almost a month later, on July 20, the legislator and former president of the Energy and Mines Commission, Jorge Luis Flores Ancachi, presented a request for clarification in the wording of the device. On October 5, Congressman Jaime Quito Sarmiento requested the prioritization of the clarification.
Now that the clarification was accepted – with 103 votes in favor, none against and one abstention –, Congress will be able to send the autograph to be promulgated by the Executive Branch, where the Ministry of Energy and Mines (Minem) itself has given its approval. approval.
The standard makes its way two years after its presentationin November 2021. However, it has some defects that, according to the gas service concessionaires themselves, would delay massification.
And the project sent by the Executivewhich included consumption of 900,000 cubic meters/month for different types of users who could benefit, left Congress with 50,000.
“This does not allow massification to be accelerated as expected,” said a few weeks ago Juan Manuel Rojas, president of Promigás, a company that hoped to reach 3 million new connections if the original plan was resumed. It was not so.
