In a year marked by the cooling of the economy, Minister Raúl Pérez-Reyes outlines the main projects that his portfolio will promote to recover the path of growth: from consolidating ourselves as a port hub in the southern region to the completion of expansion works in terminals air.
-What MTC projects are prioritized in the Unidos plan?
-From our side, we have the airport (Jorge Chávez). It is an investment of 2,000 million dollars that is currently at 60% and will culminate at the beginning of 2025. Like the Chinchero Airport, which will be ready at the end of 2025 for just over 800 million dollars, and the Airport studies of Chiclayo, for which we would be calling for the start of the work at the beginning of 2025.
-Focusing on the Jorge Chávez airport, related works such as the Santa Rosa Bridge or the Santa Rosa Expressway will be ready at the same time as the expansion. Why this gap? What happened?
-There has simply been no planning by the State, particularly the MTC, in the past. Fortunately, we are intervening and we will build two modular bridges that will help ensure the crossing of the river (Rímac) at the height of the new terminal. It will give peace of mind that further on, when the definitive exchange is completed, we will have communication and transitability assured.
-When?
-In the case of the Santa Rosa Expressway, they begin the entire process of identifying interferences in January, and the work, as such, should be starting in November 2024. There are almost 3.8 kilometers of airways that should be in place by November 2027.
-Are they already awarded?
-No. They are all concessions. In the case of the Santa Rosa Expressway, it is a G2G (Government to Government) that is there, and on the Yellow Line, where we will have an intervention with an exchange between Morales Duarez and Faucett, we are in the design stage for the expansion, which will involve an addendum. The Santa Rosa Expressway and the Yellow Line are going to take time, so the modular bridges are going to help a lot for that. They (the modular bridges) will be ready in November 2024.
-When will Line 2 of the Lima Metro be fully operational?
-The challenge is to resolve interferences with water, electricity, gas infrastructure and property release. Talking about a specific date would be incorrect because we do not have that certainty, but our estimate is that towards 2028 [tendremos] the complete line operating. There will be sections with prior progress. Five stations will come into operation in December.

-What will be the contribution of the port hub from the Chancay megaport?
-In all of America, there are two ports that serve Asia: Long Beach in the United States and Manzanillo in Mexico, which moves more or less four million TEUs (20-foot container). The third option will be the port of Chancay, which will start with 1 million TEU; But, with the Chilean-Colombian demand, it will make us become a cargo concentrator towards Asia, and with this success, we will move to two or four million TEUs. It will help a lot because it will reduce time and, therefore, costs.
-The United States expressed its “concern” about the incursion of Chinese capital into Chancay (Cosco). What do you think?
-Us we are a country open to investments And, the truth is, all types of investment, as long as it comes from a country with which we have a stable long-term relationship, is welcome. We want to develop infrastructure and improve competitiveness. Let us keep in mind that, of the top 10 cargo ports in the world, eight are Chinese. That we have a relationship with these Chinese ports connects us with the world Pacific Asia. Beyond the nationality of the company, the port of Shanghai is very important in positioning Peru in an expected manner.
-The North and South docks of Callao will complement Chancay. What will be the influence of these works?
-South Pier has already finished its expansion. It is 400 million dollars, it will go from moving 1.6 to 2.7 million TEUs; that is, 80% more capacity in load management. And, in the case of APM (in charge of the North Pier), they already have the approval of the Environmental Impact Study, and work begins over the next four years. It is an important deployment of port infrastructure to consolidate Peru as a logistics hub in the region.
-How much will it contribute to the GDP?
-The calculations have not been done, but the relevant thing is that we will be more competitive. We will have [al término de la gestión Boluarte] the South and Chancay docks operating, and a good part of the investments in the North dock already in work.
