Today the debate begins for a new withdrawal of AFP funds

Today in the Congressional Economy Commission two bills will be supported that seek to authorize a seventh withdrawal of contributions in the AFP to mitigate the increase in the cost of living, thus marking the first step for this debate.

In detail, projects 03585/2022-CR and 04190/2022-CR will be presented, which propose improving the interest earned on pension contributions in the private regime, as well as the free disposal from 2 UIT of private pension funds. It should be added that in total there are 12 initiatives awaiting debate in the Legislature.

According to the commission’s agenda, the head of the Ministry of Economy and Finance (MEF), Alex Contreras, will attend to argue the reasons why the Government of Dina Boluarte opposes a new release of pension contributions.

“The position of the MEF coincides with the Superintendency of Banking and Insurance and the BCRP. Continuing to unprotect retirees is nonsense. The withdrawals occurred in the context of a pandemic and now it is different,” Contreras Miranda mentioned to the media.

Likewise, he recalled that this release of contributions has affected investment.

“We are going to explain in detail the costs of this measure, because in practice they are long-term fiscal costs; (also) the impact it has had on investment, because an important element of investment is the savings capacity of the financial system, which has been affected,” he added.

It is worth adding that the previous withdrawals occurred in a context of lack of liquidity in households to combat the pandemic, although, once the coronavirus has been overcome, inflation continues to be a thorn in the side despite the fact that in September this indicator reached 5.04 %, its lowest rate in 25 months, and therefore a new release is being sought.

“The Economy Commission has in its hands the possibility of giving millions of Peruvian families the money that they have contributed to the AFP for years. It is time to listen to the population,” the Podemos Digna Calle congresswoman mentioned on X (Twitter).

The reform that remains on standby

The inexorable reform of the pension model remains stalled in Congress. During the previous legislative period, three initiatives were successful, with different overtones, but so far there are no more details about the route to follow. The Government seeks to set a minimum pension of S/500.
