Likewise, Vera Castillo was optimistic that these projections will be achieved next year. “We are sure that this collection will be completed without any difficulty,” she commented during her presentation at the Budget Commission of the Congress of the Republic.

It is necessary to mention that the Ministry of Economy and Finance predicts that in 2023 the income of the general government would fall by 6.3% in real terms, despite the fact that it would reach 20.4% of GDP.

Delinquency rate remains low

The superintendent also highlighted that the delinquency rate—an indicator that measures how much of the amounts declared by taxpayers can be recovered—in recent years has remained controlled.

“From 2019 to date, the delinquency rate we have is always under control, which shows a very technical and professional work by the tax administration. The only time in which the rate increased in a sustained manner was a fortuitous event in the pandemic, during 2020 and 2021, but after that we have managed to recover the numbers,” he said.

Thus, the average delinquency rate for all taxpayers remains at 2.1% and only 0.2% for the main taxpayers.

Debt recovery

On the other hand, the Sunat representative said that during 2021 the recovery of old debt by the collecting entity was around S/5,000 million; However, as of August of this year, only around S/2.7 billion have been recovered.

“We hope to reach similar amounts (close to S/5,000 million), but that more than Sunat itself depends on the Tax Court or the Judiciary confirming the debt that is in dispute,” he said.
