MEF on alleged cuts to Fine Arts: “The budget has not yet been published”

The Minister of Economy and FinanceAlex Contrerasruled out a reduction of between 60% and 70% of the budget allocated to the Higher Schools of Artistic Training in the Multiannual Budget Allocation 2024-2026.

The head of the MEF explained that the alleged cuts set forth in Circular Letter No. 009-2023-EF/50.03, announced by the Council of Ministers on May 31, respond solely to Multiannual Budget Allocations (APM), which do not represent the total to be considered.

“The budget is approved by law in November and the proposal that the Executive sends is a proposal that is approved in August. What we are working on is the APM, which is like a zero-level preliminary base budget, which incorporates the continuity of some expenses, such as wages, goods, services and capital expenditures,” Contreras said.

In this sense, he explained that the APM is a budget, normally, less than the previous year. On the basis of this, the additional demands are determined and that is where there is only a proposal to send to the Council of Ministers.

“Firstly, to guarantee that there is no budget reduction, what has been published is only the base budget,” said the minister.

The previous week, the National Higher Autonomous School of Fine Arts of Peru (ENSABAP), the National Higher School of Folklore José María Arguedas, the National Higher School of Dramatic Art (ENSAD) and the National Higher School of Ballet (ENSB) had met pronounced against these preliminary figures.

“There is a commitment from President Dina Boluarte, and from the Education, Culture and MEF portfolios to continue betting on art, so when we have the budget ready it will be presented to the population,” he concluded.
