the congressman Ezra Medina Minayafrom the bench We are Peru, proposes that fishing workers affiliated with the Private Pension System (SPP) have access to early retirement benefits with a certain age and minimum requirements that will be indicated in the regulations of the law to be approved.
In addition, the PL 4452 creates the Complementary Recognition Fishing Bondwhich will be issued by the Pension Standardization Office (ONP), whose characteristics and conditions for access will be established in the regulations.
“Currently, it is not possible for fishing workers to access a special retirement or early retirement regime within the SPP, as it is possible for workers at risk of mining, metallurgical, steel, subject to toxicity risks , dangerousness and unhealthiness, and civil construction workers, despite the fact that in practice all these activities (fishing, mining, civil construction, etc.) are classified as high-risk work, according to national regulations,” says the document.
Faced with this problem, the legislative initiative proposes to incorporate within the SPP a special regime different from the General Regime, which allows
fish workers access to a retirement pension that takes into account the special characteristics of seasonality and risk inherent to their activity. For which, the Executive Power must carry out the technical studies that make the proposal viable.
The project was presented on March 10, 2023 and must pass through the congressional commissions before reaching the plenary session for debate and voting.
