Through a series of executive director resolutions published in an extraordinary edition of the newspaper El Peruano, the Ministry of Agrarian Development and Irrigation (Midagri) announced that 9 officials of the Rural Agrarian Productive Development Program (Agro Rural) would cease their activities within this division of the Executive.
In this sense, it was decided to put an end to the mandates of Ernesto Ortiz Peña, Samuel Alcides Robles Huaynate and Dany Wilbert García Ramírez, who were in charge of the headquarters of the Legal Advice, Administration and Infrastructure units of Rural Agriculturerespectively, among other changes given as part of the restructuring of the state program.
Among the dismissed people, it is noteworthy that there are names whose designation had previously been questioned because they did not meet the requirements of the assigned position. So that, one of these officials is José Luis Franco Apaza, who until April 2022 worked as an advisor in the Executive Directorate of Agro Rural, appointed by the then head of Agro Rural and militant of Peru Libre, Rogelio Huamaní.
Another of the officials questioned who leaves Rural Agriculture is Lourdes Felicia Jesús Salazar —belonging to the pencil party—, who, as in the previous case, had also been appointed head of the Human Resources Management Unit by order of Huamaní at the beginning of 2022.
Both appointments were denounced last March by the Comptroller General of the Republic due to the lack of suitability of the officials to occupy the positions in charge. Both Franco Apaza and Jesús Salazar did not have the profile required for them, since they lacked the necessary experience. and stipulated by law for this type of duties. For the same reason, it was suspected that there was a partisan factor behind these appointments.
Likewise, another of the senior officers of Agro Rural who left office was Alberto Cayetano Ramos Quilca, who was appointed by the Executive as Minister of Agriculture of the ephemeral Valer cabinet in February of this year and who served as head of the Territorial Articulation Unit .
It is necessary to mention that the list published by the official newspaper also includes the name of Daniel Rodrigo Moscoso Vargas, who had been working as technical coordinator of Agro Rural. However, it is speculated that he could assume the leadership of this state program after the dismissal of Rogelio Huamaní on June 23 due to mismanagement in the negotiations for the importation of urea.
