The initiative aims to guarantee the availability of fishing resources and food security in the country. To do this, it seeks to modify various articles of the General Fisheries Law.
La Production Commission of the Congress of the Republic approved by majority the opinion handed down in the Bill No. 2236/2021-CRwhich proposes to guarantee the availability of fishing resources and food security by establishing that the first five miles of our coastline are for the exclusive use of artisanal fishing. This through the modification of articles 20, 33 and 44 of Decree Law 25977, General Fisheries Lawas well as the incorporation of articles 9-A and 12-A to this regulatory body.
This project, an initiative of Congresswoman Norma Yarrow (Avanza País), seeks to prioritize nutrition for the population as a whole, especially those in the most vulnerable areas of our country.
“The purpose of this law is to recognize the work of traditional ancestral and artisanal fishermen, with the purpose of establishing public policies aimed at providing better living conditions to those who work in it, maintaining the traditional and cultural union of inhabitant with the sea, lakes, lagoons and rivers; likewise, their preservation is promoted for the extraction of hydrobiological resources within five maritime miles for their subsistence, tourist and commercial activity”, says the opinion.
In this sense, “the need to preserve and conserve the cultural heritage of traditional ancestral and artisanal fishing for consumption, tourism and commercialization within five maritime miles is justified,” he adds.
For her part, Congresswoman Yarrow explained that the approval of this measure will ensure adequate protection for said area of the Peruvian coast, which today does not have specific legislation. “I am confident that the plenary will also approve this rule for the benefit of all artisanal fishermen and the most needy people,” she concluded.
