Call to treat proforma 2022 is delayed due to lack of UTL report

The Economic Regime Commission received the proforma this Wednesday at 11:30 p.m. The Assembly has 30 days to approve or observe the 2022 proforma

The President of the Economic Regime Commission, Mireya Pazmiño (PK) will not yet call the session to know the budget proforma and the four-year 2022-2025 programming. This, because the CAL sent them the proforma sent by the Executive, but The report from the Legislative Technical Unit (UTL) regarding this Budget proposal has not been sent to them. This was reported from the Communication Advisory of the Economic Regime Commission this morning.

It was explained that the proforma was sent around 23:30 yesterday, but without the respective report. Although this is not binding, President Pazmiño considers it part of the correct procedure, to comply with all the legal steps, it was indicated from the Commission.

On the subject, the first Vice President of the Assembly, Virgilio Saquicela of Democracy Yes, it indicated that some administrative problem must have occurred, but explained that the UTL did deliver a report to the CAL and that it was favorable for the 2022 proforma. He considered that said document would reach the respective Commission in the next few hours.

Proforma 2022 ascends to $ 33,899.73 million (including the Derivatives Financing Account, CFDD) and which represents an increase of $ 2,438.57 million (2.22% of GDP) in relation to that codified as of August 31, 2021 of the PGE.

Total income of the proforma total $ 24,114.62 million and expenses are $ 27,898.12 million, resulting in an overall deficit of $ 3,783.50 million, equivalent to 3.45% of GDP. This figure represents $ 29.70 million more than the deficit registered in the codified budget as of August 2021.

This must be treated, according to the Constitution, in 30 days and in a single debate. The National Assembly can approve or observe the proforma “only by income and expenditure sectors, without altering the overall amount of the proforma.” If after this period the National Assembly does not pronounce itself, the proforma and the programming prepared by the Executive Branch will come into effect.

Meanwhile, the assemblywoman Pazmiño has also shown his disagreement with the fact that the tax law, which was delivered urgently to the Assembly by the Executive, has not also been sent to its Commission. This, despite the fact that in The non-binding report of the UTL on the tax law recommended that the project called the Economic Development and Fiscal Sustainability Law after the Covid 19 Pandemic be sent to the Economic Regime Commission. Instead, the CAL referred it to the Economic Development Commission, led by Daniel Noboa Azín.

“The members of the CAL (President, Vice-presidents and members) owe explanations to the Ecuadorian people. You can not use the law for convenience, “he said on his twitter account.

In the report of the UTL it is indicated that the Economic Regime Commission is in charge of macroeconomic policy matters and initiatives, its fiscal, budgetary, tax, customs, monetary, financial, insurance and stock market aspects.

On this particular, Saquicela said that the criterion used in the CAL was that the Regime Commission should deal with the proforma in 30 days, Therefore, it was considered that the Economic Development law, which is also urgent, should go to the other commission on economic issues.
