Anatoly Chubais faces 20 billion rouble claim by bailiffs

Russian court bailiffs are attempting to recover nearly 20 billion roubles from Anatoly Chubais, the former head of state technology corporation Rusnano.

Official records obtained by the Russian state news agency TASS show that enforcement officials have opened 14 separate proceedings against the former executive. The actions seek to recover funds to compensate Rusnano for financial damages.

The total demand consists of almost 18 billion roubles in property recoveries and an executive enforcement fee of around 2.13 billion roubles. Under Russian enforcement law, the fee is a statutory penalty added by bailiffs when a debtor fails to resolve a judgment within the voluntary payment period.

Court claims and Rusnano losses

Documents cited by TASS indicate that 10 of the 14 enforcement proceedings were opened between June and October 2016. These cases account for 17.74 billion roubles of the total and were registered on the basis of materials submitted by the Moscow Arbitration Court.

The commercial court earlier ruled in favour of Rusnano in an 11.9 billion rouble damages lawsuit against former senior managers. That dispute centred on losses from an investment in Crocus, an industrial project designed to manufacture magnetoresistive random access memory.

Chubais, who left Russia in 2022, rejected the accusations against the management team. He previously described the claims regarding the high tech venture as unfounded.

Economic reforms and departure abroad

Chubais directed Rusnano for twelve years after its founding in 2008, overseeing state backed venture funds and advanced manufacturing projects. The Russian government established the state corporation to commercialise scientific developments and build domestic high technology industries.

A prominent public figure since the collapse of the Soviet Union, Chubais served as deputy prime minister and finance minister under President Boris Yeltsin during the 1990s. In those roles, he oversaw the voucher privatisation programme that transferred large swathes of state property into private hands.

He later led the state electricity monopoly Unified Energy System before taking charge of Rusnano. After leaving the nanotechnology company in late 2020, Chubais served as a special presidential representative on international climate and sustainability goals until his resignation and departure from Russia in early 2022.
