The executive director of the Agency for the control of the external border of the European Union (EU) Frontex, Fabrice Leggeri, has submitted his resignation to the board of directors of the European organization, which has already accepted his resignation and is exploring the options for his replacement. Leggeri’s mandate has been marred by numerous scandals and several organizations accuse him of protecting hot returns and other violations of the rights of migrants and refugees.
In an appearance on Thursday, Leggeri put his position at the council’s disposal on the grounds that his mandate had been modified “quietly but effectively”, according to a letter signed by him.
The announcement also coincides with the demand announced the day before by the German NGO Sea Watch before the Court of Justice of the EI against Frontex for alleged human rights violations for its collusion in the Mediterranean with hot returns and abuses in the rescue of migrants on the high seas.
Leggeri and his team were also being investigated by European Anti-Fraud Office (OLAF) since the end of 2020. Community sources have not wanted to comment on the details of the OLAF report that has already been delivered to the Frontex governing body, despite the fact that Brussels knows it because the Community Executive is part of the board of directors. However, a spokesman for the EU has assured that its content is “very precise” and believes that now it is necessary to “learn the lessons” of this past stage. According to the text, Frontex management was aware of the human rights violations that were taking place and deliberately avoided denouncing them.
Leggeri managed to cling to office despite the accusations thanks to the support of the extreme right, the European PP and the liberals in the European Parliament. European Socialists and Democrats have recalled that they have been calling for Leggeri’s resignation for at least a year and have demanded that despite his resignation, the accusations of abuse and fraud by the agency continue to be investigated.
