- 447,055 permanent residents in 2023
- 451,000 permanent residents in 2024
This plan aims to optimize application processing times and includes incentives to increase the retention of immigrants in areas where it is required. They will also receive more French-speaking immigrants, to be placed in territories outside of Quebec.
In addition, it will facilitate refugee claims for those working in health care during the pandemic.
