EU reopens its borders to tourists from vaccinated third countries

The European Union (EU) gave the green light this Tuesday to non-essential travel from third countries for people who have received a full course of a vaccine authorized by the Member States or the World Health Organization (WHO).

Countries updated the travel recommendations adopted since the start of the covid pandemic.

Member States are recommends lifting the temporary restriction on non-essential travel to its territory for people who have received a vaccine authorized by the EU or the WHOYes, as long as there are received the last dose at least 14 days and no more than 270 days before arrival or have received a booster doseaccording to a Council statement (EU countries).

Non-essential travel by non-EU nationals who have recovered from covid-19 or who are traveling from a country on the community list is also authorized.

The updated recommendation on the temporary restriction of non-essential travel to the EU will come into force from March 1.

Under this recommendation, the restrictions related to covid-19 must be applied taking into account both the situation in the third country and the individual of the person and, in some cases, travelers could be subject to additional measures before traveling, such as performing a PCR test.

The recommendation states that for people who have received a WHO-licensed vaccine, Member States also they could require a negative PCR test and apply additional measures such as quarantine or isolation.

Member States may require additional testing upon arrival, as well as quarantine or isolation, although no additional testing or requirements should be requested for children under 6 years of age.

On the other hand, the EU today updated the threshold of cases that causes restrictions on travelers from a third country to be lifted.

Going forward, the number of COVID-19 cases per 100,000 population over the past 14 days will rise from 75 to 100, while the weekly testing rate per 100,000 population rises from 300 to 600.

The updated recommendation also indicates that it is worth starting to analyze the possibility of adopting an approach based solely on the personal situation of the traveler and asks the European Commission to review the guidelines no later than April 30 to study the possibility of removing the list of countries.

The planned modifications respond to the evolution of the pandemic, Increased vaccination and administration of booster doses and the recognition of a growing number of certificates issued by third countries as equivalent to the EU digital covid certificate, according to the statement.

The Council recommendation is not a legally binding act and the authorities of the Member States are ultimately responsible for implementing its content. (I)
