The European Union said it has adopted measures that directly target ships supporting Russia’s war against Ukraine, dubbed Vladimir Putin’s “shadow fleet.” There are 27 ships on the sanctions list, which constitutes several percent of all tankers that help Russia. The EU has explicitly stated that the ship sanctions are “a measure targeting oil tankers belonging to Putin’s shadow fleet that circumvent EU and price cap coalition ceilings while engaging in misleading shipping practices in complete disregard of international standards.”

The EU also said that “the list of sanctioned ships may be updated regularly as needed to respond to the constantly evolving involvement of these ships supporting Russia in its war against Ukraine.” Which units end up on the list will depend on many factors, such as whether they supported the transport of military equipment to Russia, whether they transport stolen Ukrainian grain, and whether they support the development of the Russian energy sector, for example by transporting LNG components or reloading of liquefied natural gas.
