– The European Union has a serious problem and concern regarding China. We are already starting to divide – warned prof. Bogdan Góralczyk, political scientist, sinologist from the European Center of the University of Warsaw. In his opinion, Europe is doomed to cooperate with Beijing, but after the elections to the European Parliament, the new European Commission should prepare a more tough position.

Prof. When asked what the tightening cooperation between China and Russia means for Europe, including Poland, Bogdan Góralczyk pointed out that this is not good news. – At the end of Vladimir Putin’s visit to China last week, another Sino-Russian statement was issued, which I would recommend comparing with another message from February 4, 2022. It was then covered by a full-scale invasion of Ukraine, but both of these statements reveal a new world order – this is an attempt to oppose the liberal order that is dominated by the West, by the United States. And in this sense it is a challenge – said the expert.

– Besides, there is no united Europe in relation to what is happening in Beijing or even in Moscow. This is exactly what Xi Jinping’s visit to Europe demonstrated. He was in three carefully selected countries. First in France, then in Serbia, and then in Hungary with Viktor Orban – said the political scientist and emphasized that the Serbian authorities and society are among the most pro-Chinese in Europe, while the government in Budapest is the most pro-Chinese government in the European Union.

– The messages coming from Sino-Russian relations are, above all, disturbing for Germans. And Germany is our most important trade and economic partner. We are talking about a new trade war – continued the guest of “Studia Biznes”. He pointed to the entry of Chinese electric cars into the European market as an example.

And our favorite Viktor Orban has already agreed to build a second electric car factory. At the same time, it is building one large and many small electric battery assembly plants. Bogdan Góralczyk, the situation is getting more complicated because the Chinese authorities are talking to the Member States, and not directly to the European Commission. – Europe, and mainly Germany, is doomed to cooperate with China. When it comes to energy raw materials, we have almost entirely lost the Russian markets and we do not want to lose the large Chinese market, emphasized the sinologist. – At this stage, we are doomed to cooperate with China – he noted.

The political scientist pointed out that Beijing wants to use the European Parliament elections and the fact that the election of new authorities will last at least until November for its own purposes. – So far, they are doing it effectively. I am convinced that the new European Commission will be doomed to new negotiations with China. I wish it was a more firm stance – said prof. Bogdan Góralczyk.

Our disadvantage is that, as the EU, we have a very negative trade balance of EUR 350 billion per year. We have no strategy towards China. There is more work to be done on the European side and it needs to be done as quickly as possible. We see China emerging more and more with new technologies and challenges. Who heard about Chinese electric cars five years ago and expected them to be a challenge to the West?

I think you can’t be pessimistic, and this policy will be maintained – says the political scientist.

The European Commission is investigating Chinese electricians. There are suspicions that China is illegally subsidizing electric cars. – The investigation into this matter will probably end with the imposition of customs duties. The question is how big and what impact it will have on Chinese producers. Research shows that even if the tariffs are high, they will not help European producers. The Chinese will still have a cost and technological advantage. This is the question of how to talk to the Chinese. Should we convince them or impose the rules of operation on the European market – said Dr. Przychodniak.
