CAN: Andean countries advance in the implementation of the regional electricity market

The countries of the Andean Community (Bolivia, Colombia, Ecuador and Peru) approved a resolution that allows them to advance in the implementation of the regional Andean electricity market by adopting the operational, commercial and designation regulations and functions of the regional coordinator, the regional coordinator reported this Thursday. integrating body.

The Andean Community (DOG) noted in a statement that the text of the resolution was approved by the Andean Committee of Normative Bodies and Regulatory Bodies of Electricity Services, and must be adapted to the regulations of each of the member countries.

The authorities considered that with the adoption of this standard “a historical milestone is marked” in the Andean Communitysince it allows strengthening regional energy security, promoting sustainable development and integrating the energy markets of the member countries.

The operating regulations include the conditions that will govern the exchanges of purchase and sale of electricity, and the commercial regulations establish the conditions and procedures for the settlement, billing and payment of international electricity transactions, the type of financial guarantees, the calculation methodology and the procedure for its implementation.

For its part, the regulations for the appointment, functions and responsibilities of the regional coordinator establish the powers of the country that assumes that function.

After the approval of the text, the general secretary of the CAN, Gonzalo Gutierrezsigned the resolution, which was immediately published in the Official Gazette of the Cartagena Agreement.

The vice minister of Electricity and Renewable Energy of Bolivia, Ronald Veizaga, participated in the committee meeting; the Minister of Transportation and Public Works, and in charge of Energy, of Ecuador, Roberto Luque; and the Minister of Energy and Mines of PeruRómulo Mucho.

In addition, the head of the Office of Regulatory and Business Affairs of the Ministry of Mines and Energy of Colombia, Juan Carlos Bedoya; the secretary general of the DOG and the general director of Productive Transformation, Physical Integration and Services of the organization, Diego Caicedo.

Also attending as observers were the Minister of Energy of Chile, Diego Pardow, and a delegation from the Inter-American Development Bank (IDB).

The DOG He specified that the committee was held within the framework of the meeting “55 years of physical and digital integration for regional development”, promoted by the General Secretariat of the CAN and the IDB, with the presence of ministers, vice ministers and high authorities of telecommunications, transportation and energy from Bolivia, Colombia, Ecuador and Peru, as well as international organizations and representatives of the public sector and private in the region.
