Bukele seeks to replicate his model in Haiti: the requirements to carry out his measure

The president of El Salvador, Nayib Bukelewants to transfer its model of citizen security and combat against gangs and criminal organizations, which has brought it profits and popular acceptance, to Haitia country that has been plagued by violence.

In his account on the “X” social network, Bukele assured that he can fix the serious crisis of violence that Haiti is suffering if he has the approval of the local authorities and the UNin addition to having all expenses paid.

“We can fix it. But we will need a resolution from the UN Security Council, the consent of the host country and that all the expenses of the mission are covered.”Bukele said around midnight on Saturday, in reaction to a message from a user.

In January of last year, El Salvador had committed to opening a cooperation office in that country to “reduce the high crime rates,” as reported by the Vice Presidency at the time.

Months later, in March, the vice president, Felix Ulloastated at the XXVIII Ibero-American Summit that his country is ready to send an assistance mission to Haiti after an exchange of notes between its heads of state.

Ulloa indicated that “In an exchange of notes between Bukele and Prime Minister Ariel Henry, an agreement was reached to establish an office of El Salvador in the Republic of Haiti”.

“It is time to take action, there have been many speeches, many agreements, many resolutions on the Haitian case, but we must go on the ground and El Salvador is ready to send a mission immediately the diplomatic agreements are completed”added the Salvadoran vice president.

Bukele and his officials affirm that El Salvador has become the safest country in the Western Hemisphere thanks to the implementation of an emergency regime focused on “war against gangs”which suspends constitutional rights and has left more than 78,100 arrests.

The security policy of mass detentions has been criticized by local and international human rights organizations, which have received complaints of abuses, including arbitrary arrests, torture and unexplained deaths in prisons.

The extraordinary measure came into effect in El Salvador after an escalation of murders in March 2022, attributed to gangs and which local media investigations indicate was due to the breakdown of an agreement between the Government and the gangs.

The United States Government itself has sanctioned at least two senior officials of the Bukele Administration for allegedly organizing and facilitating negotiations with gangs.

Violence in Port-au-Prince has increased significantly since it became known on February 28 that Ariel Henry had committed to holding elections in Haiti before the end of August 2025, a very distant date considering that the prime minister had to end his mandate on February 7, according to a 2022 agreement.

In the midst of this escalation of violence, last weekend criminal gangs entered the capital’s two main prisons, allowing more than 3,000 prisoners to escape.

Henry, currently in Puerto Rico and the highest authority in the country after the assassination of the president in 2021 Jovenel Moiseis now the subject of pressure inside and outside Haiti to favor a transition that helps stop the acute crisis and extreme violence in the island nation.
