The European Parliament and the EU Council concluded an agreement at the beginning of December 2023 on the amendment of the EU directive. This is about the energy performance of buildings (EPDB). The directive sets out key terms. First, subsidies will be stopped, then buildings will have to meet zero emissions requirements, and finally, fossil fuel boilers will be completely phased out.
The European Union is taking up gas boilers in buildings
The first stage assumes the suspension of subsidies for the installation of self-contained boilers powered by fossil fuels from January 1, 2025. In this context, it is worth recalling that under the “Clean Air” program, in the period from September 2018 to February 23, 2024, almost 670,000 . contracts for the exchange of heat sources. The most frequently requested heat sources are gas boilers.
And from January 1, 2028, all new public buildings will have to have zero on-site fossil fuel emissions. For all new residential buildings, this will be from 2030. “Each Member State will adopt its own national trajectory to reduce average primary energy consumption in residential buildings by 16% by 2030 and by 20-22% by 2035, ensuring sufficient flexibility to take into account national circumstances” – .

The ultimate goal is for all buildings in Poland to be free from heating using fossil fuels, including gas. The Commission announced the deadline. By 2040, fossil fuel boilers are to be completely phased out.
