From 2030, gas boilers will no longer be able to be installed in new buildings. However, this is not the end of the changes. From 2027, energy from gas boilers will be subject to an additional fee as part of the allowances for trading carbon dioxide emission allowances in construction (ETS 2), reports . This is the result of the amendment to the directive on the energy performance of buildings and the agreement on this matter between the European Commission, the European Parliament and the EU Council. The amendment is to be adopted in March. The new regulations are also a step towards saying goodbye to gas in heating.
Brussels is taking up gas boilers in buildings

In turn, from next year they should no longer be subsidized, unless they are part of the hybrid system.
– However, there is an exception that if funding has already been provided for, e.g. under the KPO or FEnIKS, it may be implemented. However, this is a trick to install gas boilers for people, for which they will later have to pay extra – says Konstancja Ziółkowska from Forum Energii. However, the rising costs of this type of heating will force their owners to replace the devices over time. This is about the new ETS 2 fee.
ETS 2 means much higher bills for gas boilers and furnaces
ETS 2 is scheduled to come into force in 2027, although it is possible to postpone this date by a year. According to Forum Energii estimates, the cost of emission of one tonne of CO2 will amount to PLN 225 in 2027, and in 2035 it will exceed the threshold of PLN 1,000. zloty. ETS 2 will primarily affect people who heat with coal or gas. Their emissions, and therefore costs, will be the highest – adds Konstancja Ziółkowska.
Marcelina Pilszyk from the Polish Economic Institute says that for now it is difficult to estimate how the new fee will affect individual households. – They will not pay for emissions directly, but fuel sellers. It is unclear how costs will be passed on to consumers. However, we know that in the first stage the upper limit will be EUR 45 – he adds. However, the threshold of EUR 45 applies to the value of money from 2020 and is subject to indexation.
According to estimates by Forum Energii, heating a single-family house with gas in 2037 will be 67 percent higher. more expensive than ten years earlier, when ETS 2 comes into force. The Social Climate Fund, of which our country is to be the largest beneficiary, is to help Poles in limiting the increases. This amounts to EUR 11.4 billion in the years 2026-2032. The funds are to be allocated “to reducing energy and transport poverty”, including subsidies for bills and moving away from gas heating.
