The Commissioner for Justice, Didier Reynders, said this Friday that he is watching “very attentively” the evolution of the amendments on terrorism in the amnesty law, although he wanted to make it clear that will not react to “each stage” of the parliamentary procedure because it will wait to have a definitive text to evaluate whether it respects the limits of Community law.

“I said from the beginning that we must pay close attention to everything that constitutes a part of European legislation on crime, and terrorism is part of it. So we will be very attentive but, I repeat, we are not going to react to every stage of the debate on the text,” the commissioner concluded in statements to the press in Brussels, upon his arrival at a meeting of EU justice ministers in the in which the Spanish owner, Félix Bolaños, also participates.

Reynders has insisted that he wants to wait “for the end of the debate” because there are still amendments that “they can intervene in any way” about the definitive form that the norm will take; while indicating that he is maintaining dialogue with the Spanish authorities to whom he has transmitted all the questions from Brussels about the amnesty law to have “all the details” in their evaluation.

In this way, Reynders has avoided answering several questions about whether he believes that there are forms of terrorism compatible with Fundamental Rights and has insisted that community services “the final text will be looked at” but “no guidance will be given” while the text is processed. “Let’s let the Spanish authorities move forward. We talked, we asked questions, we tried to have as many details as possible,” she concluded.

Reynders has not revealed in this appearance whether the European Commissionwill accept the request of the PSOE and PP to assume a role as facilitator between the two to unblock the reform of the General Council of the Judiciary (CGPJ) because, he said, the reflection continues on how an “eventual” participation in the dialogue could be put into practice.

In any case, the Commissioner of Justice wanted to make it clear that first of all it must be the political forces involved in Spain that “assume the commitment” to comply with the recommendations of the annual report on the rule of law of the European Commission, which in its latest editions has pointed out the “urgency” of renewing the CGPJ and “immediately afterwards” undertaking the reform of its system of electing members.

“The first thing is the implementation of the recommendations . I hope progress is made on the matter. We will see with the president of the Commission (Ursula von der Leyen) If there is a complementary stage to implement

in the context of the discussion of the main parties in Spain,” explained the Belgian liberal politician. Thus he has considered that “it is early” to say whether Brussels will mediate in the dialogue between PSOE and PP andrecalled that “it is not usual” for the Community Executive to participate in this type of process
