Katarzyna Pełczyńska-Nałęcz, Minister of Funds and Regional Policy, announced that Poland has just received EUR 5 billion from the RePowerEU program, which is part of the National Reconstruction Plan. “This is money for cheap green energy for Polish citizens,” she wrote on social media.
What is REPowerEU?
Five billion euros is an advance payment for the REPowerEU program, an addition to the National Recovery Plan intended to accelerate the financing of the energy transformation. Their purpose is precisely defined – a new chapter of the KPO called RePowerEU is devoted to energy transformation and independence from Russia. It mentions, among others: energy conservation, diversification of energy supplies and accelerated deployment of renewable energy to replace fossil fuels in homes, industry and energy production. Poland submitted its energy transformation investment plan to the Commission at the end of August.
The decision to grant an advance payment from the KPO was made on December 9 at the Ecofin council after the positive consideration of the payment application, which was submitted several months ago. But this is just the beginning. In total, Poland is to receive almost EUR 60 billion from the KPO, of which EUR 34.5 billion are low-interest loans and the rest – just over EUR 25 billion – are non-repayable grants. The Commission has suspended the payment of money from the KPO for now. Brussels makes consent subject to several conditions, including the independence of the judiciary.
