Prime Minister Donald Tusk will meet on Friday around 9.30 a.m. in Brussels with the head of the European Commission, Ursula von der Leyen. The main topic of the meeting will be the issue of disbursement of funds to Poland under the National Reconstruction Plan.

“The results will be on the table on Friday,” the Polish Prime Minister said on Wednesday. The Polish government expects to pay the entire EUR 5 billion advance payment for energy projects this year under the revised National Reconstruction Plan. This declaration was made by the Minister for European Union Affairs, Adam Szłapka, who accompanied Prime Minister Tusk in Brussels. Annexes to the agreement on the payment of advances, signed by Poland, were delivered to the European Commission. The payment of these funds was announced last week by representatives of Mateusz Morawiecki’s government. And on December 8, EU finance ministers gave the green light. According to TVN24, Prime Minister Donald Tusk and the head of the European Commission, Ursula von der Leyen, are to take part in a joint conference on the meeting after 10 a.m.

Minister Szłapka also declared that Poland would not delay the application for payment of the first tranche from the remaining, currently blocked PLN 60 billion pool from the KPO. It is to be EUR 7 billion.

As Adam Szłapka added, Justice Minister Adam Bodnar is working on specific solutions that would be acceptable to the European Commission. “These actions are really very consistent. I think that since joining the Ministry of Justice, Minister Bodnar has probably stayed the whole time and is working on specific solutions, as well as on the legislative path,” added Minister Adam Szłapka.

The European Commission has so far blocked the payment of money from the KPO to Poland because it demanded a guarantee of the independence of the judiciary and expected specific changes in the law.

Prime Minister Donald Tusk has established an Interministerial Team for restoring the rule of law and constitutional order. The ordinance on this matter was recently published in Monitor Polski.

In the order issued by Donald Tusk, we read that the tasks of the Interministerial Team are to include, among others: “identification of areas and analysis of issues related to the restoration of the rule of law and constitutional order” and “definition of proposals for actions, including legislative actions, related to the restoration of the rule of law and order.” The team will include representatives of the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Funds and Regional Policy, the Chancellery of the Prime Minister and the Government Legislation Center, as well as the Minister of European Affairs. “Participation in the work of the Team is free of charge,” we read in the Prime Minister’s order.

– The role of this team will be to coordinate various activities related to the functioning of the government. We must have a common influence and approach, especially to EU recommendations and the jurisprudence of the tribunal in Luxembourg and Strasbourg, and present our positions appropriately. Some of the positions that have been presented recently will have to be modified. Many of the reservations expressed by the tribunals in Luxembourg and Strasbourg were right, said Justice Minister Adam Bodnar on Wednesday.
