Poland blocked the declaration in the EU. By “means of pressure on member states”

The declaration sets out activities for next year for the European Commission, the European Parliament and member states. Among them is the climate package. The document also contains provisions on the conditionality mechanism which makes the disbursement of EU funds dependent on the rule of law.

Poland argued that it could not agree to the wording that would open the possibility for EU institutions to use disproportionate funds to put pressure on the member states.

According to the reports of EU diplomats, Poland pointed to the excessive discretion of the mechanism, which allows it to be used for political purposes, and the different approach of EU institutions to member states. There is also an example of such action now, i.e. the Commission’s blocking of acceptance for the Polish reconstruction plan.

Poland also added a statement in which it stated that it agrees with the objectives of the protection of the rule of law, but that any provisions or mechanisms must comply with EU law, respect the principle of equal treatment and mutual trust, and respect the constitutional orders, legal heritage and national identity of the Member States.

On Monday, Thierry Breton, EU Commissioner for Defense and the Single Market, assessed Poland’s relations with the European Union in an interview. He also referred to the issue of the National Reconstruction Plan. Funds under the KPO have still not been sent to the country.

Out of all the EU countries, only Poland did not see the money or the date of its payment. Is there a chance that we will receive funds this year? “I don’t see such a possibility anymore,” Breton said to the newspaper. At the same time, he stressed that “intensive negotiations are underway to mobilize the funds as quickly as possible.

– However, the position of the European Commission is clear: the independence of the judiciary, liquidation of the Disciplinary Chamber, reinstatement of judges removed from adjudication. All of this must be resolved without delay. It is not allowed to punish Polish citizens who expect the government to focus on what will determine the future of Poland, including the ecological and digital transformation, added the representative of the European Commission.

The politician also referred to the possibility of suspending payments from EU funds. It is possible that the European Commission will launch the “money for the rule of law” mechanism. This will mean that not only the KPO, but also traditional EU transfers may be withheld.
