Poland is one of two countries that has not yet received any money from the Reconstruction Fund. Our National Reconstruction Plan (KPO) was accepted with a delay. However, a change of government in Poland may mean that these funds will finally be unblocked. Here you will find everything you need to know about KPO.

What do we already know about KPO?

  • As part of the Reconstruction Fund, member countries had to present a National Reconstruction Plan (KPO), which is the basis for the disbursement of funds. Poland may receive a total of almost EUR 60 billion in this respect – approximately EUR 22.5 billion in subsidies and EUR 34.5 billion in loans. This is almost PLN 265 billion. This is also a higher amount than in the first version of the National Reconstruction Plan. allowed it to be modified and at the end of August, Poland added a chapter on financing energy investments under the REPowerEU program, from which we can get an additional EUR 25.75 billion in loans.
  • Poland missed out on the first round of advance payments paid until December 2021. Our KPO was accepted only in June 2022. After revisions under REPowerEU, another round of advance payments has started.
  • To get an advance payment, Poland must make corrections quickly. As with the original version, the European Commission had many comments on its revised version presented by the outgoing government, in particular regarding the new chapter. The Polish government must hurry, because in order to receive an advance payment by the end of 2023, the amendments must first be approved by the European Commission and then by the EU Council.
  • Total financing from the Housing Fund (almost EUR 60 billion) will flow to Poland when it implements the so-called milestones. These are the reforms required by the European Commission under the KPO, adopted together with the plan in June 2022. The outgoing PiS government has not implemented them over the past year and a half.
  • There are 283 milestones included in the KPO, which are described as 106 reforms and 177 investments – . “Laws on the judiciary and procedures for disciplining judges have a special status of ‘super milestones’, which means that without their implementation, you cannot even send a payment application. These two milestones block the entire program, but their implementation will not unlock all the funds,” SokoĊ‚owski enumerates .
  • The implementation of ‘superstones’ makes it possible to submit applications for the money provided for in the first tranche. In total, the funds will go to Poland in nine tranches. Each subsequent tranche is dependent on different milestones.
  • Other milestones include: public finances, tax breaks for robotization, changes in regulations, energy, environment, geriatric care and improving the situation of parents on the labor market.
