Singaporean citizens can visit 192 countries without a visa, compared to 190 for the Spanish, Italians and Germans, while in third place with 189 countries are Austria, Finland, France, Japan, Luxembourg, South Korea and Sweden.
Singapore, a prosperous city-state in Southeast Asia, overtook Japan, which last year held the most useful passport with 193 visa-free destinations.
The United States is ranked 8th, with 184 countries, while Chile is the highest ranked Latin American country, ranked 15th (174 countries), followed by Argentina 18th (169 countries), Brazil 19th (168 countries) and Mexico 22nd (158 countries).
At the tail are Syria in position 102 (30 countries), Iraq in 103 (29 countries) and Afghanistan in 104 (27 countries).
Henley & Partners, which is dedicated to facilitating residency and nationalization processes, uses information from the International Air Transport Authority (IATA) and its index dates back to 2006.
