Free highways? Fewer fees and more fees are needed. PiS promised something else to the EU and something else to the Poles

At the convention, PiS announced that it would abolish tolls on all motorways in Poland. The problem is that in the National Reconstruction Plan the authorities promised that they would introduce tolls on subsequent roads. So there was a situation that can be perfectly summed up with a paraphrase of one of the famous dialogues from the movie “Go Hard”

– I’m so cold and hot at the same time! – says the patient in the film “Go Hard”. To which the nurse replies that “I need more blankets and less blankets”. In the case it is safe to say that they need less tolls and more tolls on highways. At the program convention, politicians of the ruling party promised that travel on expressways would be free in Poland. And this is to apply also to those managed by private entrepreneurs. If they do not agree to the new rules, the authorities plan expropriations. However, PiS will have to deal with one more problem, because the European Union has promised more road tolls in the National Reconstruction Plan –

Free highways are a promise for Poles. The PiS union promised more fees

In the subsidy part, component E2.1, Poland promised to increase the competitiveness of railways. In connection with has committed, among other to extend the “road toll system by an additional 1,400 km of motorways and expressways” by June 30, 2024. Interia Piotr Wołejko, a member of the KPO Monitoring Committee, told Interia that this provision is in contradiction to the election promises. As he explains, the increase in the number of toll roads in Poland was to promote railways. – But who will choose the railway, especially with the current price of tickets, when a return trip for a family of four to the seaside or to the mountains can cost over PLN 1,000? – wonders Wolejko.

Despite this, PiS intends to “absolutely” keep its promise, says Sylwester Tułajew, vice-chairman of the presidium of the parliamentary committee for . At the same time, he admitted, however, that he did not know the records of the KPO in detail. Despite the fact, he assured that the rulers would once again show that “it is possible”. How will they do it? The Ministry of Infrastructure extended the helping hand needed to solve this puzzle to Tułajew, which, in response to Interia’s questions, pointed out that the said the provisions of the KPO apply to vehicles over 3.5 tons.

PiS refers to vague provisions

Piotr Wołejko believes that the translation of the Ministry of Infrastructure explains little. In KPO there is no direct distinction that the fees are to apply only to trucks. A member of the Reconstruction Plan Monitoring Committee claims that the justification of E2.1 is not clear enough to conclude that passenger cars will not be charged. If this is indeed the case, then, according to Wołejka, it needs to be clarified. PiS, however, did not do so in the April revision of the KPO, even though the fees are to be abolished on July 1.

If this does not happen, PiS’s election promise may again block Poland’s access to EU funds from the KPO. Failure to meet any of the milestones means that we will not receive the entire KPO tranche, i.e. over PLN 158 billion.

The statement of the spokesman seems to be over-interpreted to get out of this situation. We agreed with the European Commission on something else. Unless government records are incomplete

– said Wołejko to Interia. There is also the question of how tolls imposed only on trucks, but not on passenger cars, are supposed to increase the competitiveness of railways in the country?
