The Polish Development Fund is to pay PLN 368 million of pre-financing for projects coordinated by the Ministry of Climate, according to “Dziennik Gazeta Prawna”. So far, the state fund has spent over PLN 1 billion. This money is to come from KPO funds, which Poland has still not received.

Money from the National Reconstruction Plan () for Poland is still blocked. The government in Warsaw has not met all the “milestones” that are necessary for the European Commission to unlock the funds. However, this does not prevent the authorities from spending money from KPO. And it gains them through the issue of bonds of the Polish Development Fund, because it hopes that after unlocking access to EU funds, it will get a refund of the expenses incurred. Recall – KPO are funds made available either without interest or with symbolic interest. On the other hand, issued bonds will have to be repaid by paying much higher interest.

The Polish Development Fund spends more money

On Thursday, the state fund is to pay out PLN 368 million in pre-financing for projects coordinated by the Ministry of Climate and Environment, according to “”. In turn, the Ministry of Development Funds and Regional Policy reported that the Polish Development Fund paid out about PLN 801 million for projects in the field of energy transformation, labor market and agriculture. This gives a total amount of almost PLN 1.2 billion. The full-year plan assumes spending PLN 11.5 billion – we read.

The Ministry of Development Funds and Regional Policy explained to the newspaper that competitions for 11 investments have been announced so far. “The budgets of investments in which competitions have been launched account for approx. 30% of the KPO allocation. In the first half of 2023, it is planned to launch calls for proposals for 18 more investments, their budgets account for approx. 31% of the allocation” – it was emphasized.

When can Poland get money from KPO? The Minister of Justice, Szymon Szynkowski vel Sek, announced on Thursday in Channel 1 of Polish Radio that this issue depends on the consideration of the law on the Supreme Court by the Constitutional Tribunal, which set the hearing date for May 30. The minister expressed hope that the decision on KPO for Poland would be made by the end of May. – There are too many conditions and too many variables over which I have no influence to be able to declare anything on this matter. Then, when there is a verdict of the Tribunal evaluating the constitutionality of these solutions, then it is possible to submit an application and then there is a chance to obtain this money, but it is difficult to declare anything about the dates – he said.

The National Recovery Plan is a financial plan created by the European Union to help member states recover economically from the coronavirus pandemic. KPO covers a total pool of funds of EUR 750 billion, of which Poland is entitled to benefit from the equivalent of approximately PLN 160 billion. Of this amount, PLN 107 billion will be granted in the form of subsidies and PLN 52 billion in the form of preferential loans.
