Canada will double permanent residences for construction workers so you can opt

Canada is facing a shortage of construction workers. Those that do exist are in the Greater Toronto Area, so they are not enough to meet the need for labor.

Since 2019, Immigration, Refugees and Citizenship Canada (IRCC), in partnership with the Canadian Labor Congress (CLC), launched a permanent residency pilot program for 500 non-status workers in the construction industry in the Greater Toronto area.

Due to the success of the program, it was agreed that this year the IRCC will extend and expand the pilot program, doubling its reach to 1,000 construction workers who do not already have residency.

This program recognizes the critical role construction workers play in the growth of their cities, and therefore offers them and their families a path to permanent residence so they can stay long-term.

Eligible individuals have until January 2, 2024 to apply for permanent residence and can include their spouses, partners and dependent children in their application.

They say they will take advice from consultations with academics, non-governmental organizations, provinces and territories into account as they explore new and innovative ways to regularize the status of undocumented workers.

How to opt for residency in Canada as a construction worker

Delegated officials may grant permanent residence to foreigners who meet the following conditions:

  • You entered Canada legally as a temporary resident.
  • You have continuously resided in Canada for at least five years as of the date of your application;
  • At the time of eligibility assessment by the Canadian Labor Congress (CLC), you are working without authorization in the construction industry and can provide evidence of three years of work experience.
  • You have family (mother, father, brother, sister, grandmother, grandfather, grandchild, aunt, uncle, niece, nephew or cousin) living in Canada who are a Canadian citizen or permanent resident, or have a spouse, domestic partner or child in Canada .
  • Has a reference letter signed by the CLC certifying that the applicant meets the above eligibility conditions; however, it is the delegated officer who will make the final determination of whether the applicant meets the conditions.
