Lula da Silva inició este domingo su tercer mandato. Lo hizo en una ceremonia multitudinaria, donde prometió terminar con las desigualdades que hay en el país. Así lo afirmaba: “Hoy, nuestro mensaje para Brasil es de esperanza y reconstrucción. El gran edificio de derechos, soberanía y desarrollo que esta nación levantó a partir de 1988 ha sido sistemáticamente demolido en años recientes. Para reconstruir ese edificio de derechos y valores nacionales vamos a dirigir todos nuestros esfuerzos”.

It’s not the first time. The 77-year-old progressive leader has previously governed in Brazil.

  • In 2002, he won his first elections, with 61% of the vote.
  • In 2006, he was re-elected with a support of 60.8% of voters.
  • His popularity suffered in 2010, when he left the presidency mired in ongoing corruption scandals that affected both his party and Lula himself.
  • 13 years later (2023), he returns to power after defeating the far-right leader Jair Bolsonaro in the elections.

Investiture ceremony. The inauguration of Lula Da Silva as President of Brazil has been celebrated with strong popular support and international backing.

  • Authorities from 68 countries attended the investiture, including the King of Spain.
  • On the streets, about 300,000 people packed the center of the Brazilian capital.
  • At the ceremony, Lula delivered two speeches and both focused on his firm commitment to combat inequalities.
  • In addition, he took advantage of Bolsonaro’s absence to load with symbolism the act of imposition of the presidential sash, which was handed over by a group of citizens. Together with them, Lula went up to the Planalto Palace, a gesture also highly symbolic, since normally the presidents agree alone.

First measures. The new president signed a total of 13 decrees, who, for the most part, want to revoke measures imposed by Bolsonaro. Lula firmly believes in the “union and reconstruction” of the country, the motto of her new government. To do this, she will change aspects of the environment, health, education and social aspects of Brazil, among others.

  • Regarding weapons: Lula has classified Bolsonaro’s decrees as ‘criminal’ and believes that “Brazil cannot and does not want weapons in the hands of the people. Brazil needs security, books and culture.” For this reason, it suspended the issuance of new permits for the purchase and creation of shooting clubs, ordered that a new registry of all weapons purchased by civilians in the last four years be made, and that a working group be created in the Government dedicated to defining a new disarmament policy.
  • In environmental matters: it has annulled a decree that extended the licenses for the exploitation of mineral resources in the Amazon region and even on indigenous lands. It has also reactivated the so-called Amazon Fund, suspended in 2019 and set up to contribute to the protection of the Amazon. Some 600 million dollars that the new government will rescue and use.
  • Break the secret: he has asked to review a series of decrees that established a hundred-year secret on various issues of public administration or even on personal matters of the now ex-president and his family, such as his health.
  • Break the isolation: Lula has broken the diplomatic isolation that Brazil has experienced in the last four years. Thus, she has resumed relations with countries such as China or Venezuela. Also the integration in Latin America to have “an active and proud dialogue with the other regions of the world”, as she has assured her.
  • Punishments: He has promised to punish those responsible for the severity of the pandemic in Brazil. Almost 695,000 people died in the country.

No trace of Bolsonaro. The act of possession was carried out with the absence of Jair Bolsonaro. The former president left Brazil to travel to the United States. He refuses to acknowledge Lula’s triumph and, with his absence, he wanted to avoid having to hand him the presidential sash.

Despite these absences, and with the arrival of a new year, Lula has begun his political agenda in what is expected to be a change for Brazil.
