The document was signed by the Minister of Funds and Regional Policy Grzegorz Puda, and later also by the Commissioner for Economic Affairs Paolo Gentiloni. Interlocutors of the Brussels correspondent of Polish Radio in the European Commission emphasize that with the signing of the operational arrangements, there are no more bureaucratic obstacles for Warsaw to apply for the first payment from the EU Reconstruction Fund.
However, in order for the money to be transferred, the so-called conditions must be met. milestones, i.e. specific conditions. The method of their verification is determined by operational arrangements of several hundred pages. As for the payment conditions themselves, talks are currently underway on the Warsaw-Brussels line.
KPO for Poland. The money will flow, but first PiS must solve the issue of the judiciary
The Minister for European Affairs, Szymon Szynkowski aka Sęk, has been at the talks several times in recent weeks, and they mainly concerned the issue of the judiciary. According to the European Commission, the condition for payment is the introduction of a judge’s independence test in line with EU requirements. During the last visit, a dozen or so days ago, Minister Szynkowski vel Sęk said that the payment application will be submitted when Poland is sure that the Commission will quickly accept it.

KPO for Poland is over EUR 35 billion

Poland is to receive over EUR 35 billion from the EU Reconstruction Fund, of which almost 24 billion are non-repayable subsidies, and the rest are low-interest loans. KPO is a comprehensive investment plan for the modernization of the country. It contains 49 reforms, 53 investments and 283 milestones and targets. Poland wants to spend 43 percent on climate and green transformation, which is more than the required minimum, and 21 percent on digitization.
