Russian IT specialists are massively looking for jobs in Western companies. Working conditions in the IT industry in Russia have improved somewhat, but the government in Moscow is to introduce a ban on the provision of IT services from abroad.

At the beginning of 2024, the number of applications submitted by Russian IT specialists for permanent residence in Europe increased dramatically. In the first quarter, the number of applications increased by 233%. year to year – writes “”. – Russian IT specialists are still in demand in Western companies, despite the geopolitical situation – commented Fedor Chemashkin, technical director at the consulting company Yakov and Partners. He pointed out that many Russian IT specialists worked for foreign companies or their subsidiaries in Russia, which then gradually relocated employees.

According to Chemashkin, Russians are today looking for opportunities to return to their country. In his opinion, working in Russia is becoming more attractive and profitable. Access to advanced technologies is also improving. In turn, Irina Levova, director of strategic projects at the Internet Research Institute, adds that Russia provides great support for IT specialists, but their concerns include, among others: high penalties in the event of data leakage.

Experts indicate that the Russian IT market is isolating itself from the rest of the world, but local IT companies want to bring employees back to the country. In 2023, a law was passed in Russia that prohibits remote work for companies working for the administration or having access to sensitive data. Then, higher taxation of employees who work for Russian companies from abroad was proposed.

More and more Russians are receiving citizenship or residence permits abroad

Russian Minister of Digital Development Maksut Shadayev argued last year that Russia does not need to import IT specialists because IT specialists are allegedly actively returning to the country themselves. However, the ministry did not provide any data on the number of returning workers. However, according to the Russian Ministry of Foreign Affairs, during the nine months of 2023, at least 68,000 people received citizenship or residence permits abroad. Russians, which is twice as many as in 2022.
