The National Cyber Security Index ranking is prepared by the e-Governance Academy. As the authors of this report explain, its purpose is to measure the degree of preparation of a given country for cyber incidents, including: hacker attacks.
Over the last year, Poland has advanced 11 positions in the NCSI ranking, becoming its leader. Our country scored as many as 91 points out of 100 and overtook countries such as Australia, Estonia, Ukraine, Latvia, Cyprus and Great Britain.

However, we are worse in terms of Digital Development Level. Here we only scored 72 points out of 100. The authors of the report indicate that our country has the greatest problem with indicators such as the use of ICT technologies (Network Readiness Index) and e-administration (e-Government Development Index).
Poland is a cybernetic power, but also the main target of hackers
The fact that Poland copes exceptionally well with cyber threats is also proven by the report “The Cyber Defense Index”. In last year’s edition of the ranking, we placed sixth in the world.
Unfortunately, there is also worse news. in recent months, we have become a favorite target of hackers linked to the Kremlin. Poland is expected to experience up to 100 serious cyberattacks a week, and the most frequently used method is DDoS attacks.
The DDoS technique (Distributed Denial-of-Service) consists in bombarding the attacker with as many queries as possible (e.g. attempts to open a website) at the same time. If this number is large enough, the victim’s infrastructure will be overwhelmed and eventually fail. Causing such a failure is the goal of DDoS attacks.

During the CPX conference in Vienna, which took place at the end of February, experts pointed out that in addition to the NoName and APT groups, already known for their close links with the Kremlin, the Winter Vivern group has recently been particularly active. It has been operating since at least the end of 2020 and – as researchers note – its attacks are characterized by a high level of sophistication. Winter Vivern mainly attacks targets in Poland, Ukraine and Georgia.
Checkpoint’s report also shows that hacker attacks in 2024 will cost the world up to $9.5 trillion. As the authors calculate, if measured as a country, cybercrime would be the third largest economy in the world today, after the USA and China.
