In the United States they classify as Special Immigrant Youth (SIJ) for the “people who have been subject to judicial proceedings in the state juvenile court.”

Which special immigrants are not eligible for a green card?

La Nación points out that, according to the aforementioned US agency, “There are vetoes in this adjustment of status” and explains:

“If you have committed a specific crime or violation of immigration law, you may be prohibited from adjusting your status.

If you are classified as an SIJ, you are exempt from some adjustment vetoes, except those related to terrorism. There is no exemption for this, so you are not eligible for a permanent resident card if this applies to you.”

To qualify for a green card, the person must be admitted to the United States; “However, in the case of special immigrant youth, the law may grant them a special exception to compensate for the inadmissibility.”

They quote USCIS: “If we grant you another form of relief, we may approve your green card application, as long as you continue to qualify.” This exemption depends on the specific grounds for inadmissibility that apply to the applicant and the category to which he or she wishes to belong.
