The Ministry of Digital Affairs announced that the system will be implemented in two stages. The first of them will start on Friday. From this date, selected institutions will be able to start integration with the developed system. These will include banks, loan and telecommunications companies, as well as notary offices and courts.
The second stage is to end with the deadline for implementing the new solution. Financial institutions will have time to integrate with the system until June 1, 2024. From then on, they will be obliged to check the register of proprietary PESEL numbers, among others, before granting a loan or credit, selling real estate or issuing a duplicate. – The data in the register of objections will concern the fact that someone does not want their PESEL number to be used, for example, to conclude contracts with a bank, a notary or a telecommunications company – explained the Minister of Digital Affairs, Janusz Cieszyński, quoted by .
How to block your PESEL number? The new solution is intended to protect against identity theft
The new regulations are intended to protect the rights of people who have been victims of identity theft. Currently, it is the responsibility of persons harmed by fraud to prove that they have fallen victim and have not incurred any legal or financial obligations. After the introduction of the new system, they will be able to protect themselves against such a threat by blocking their PESEL number.
– Citizens who will have a restricted PESEL number who fall victim to fraudsters and, for example, someone takes out a loan using their stolen data, will not have to repay such a loan – explained Minister Cieszyński during the conference. If at the time of incurring the obligation, the person had a restricted PESEL number, financial institutions will not be able to demand repayment of claims. – In such a situation, the entire responsibility for this loan will fall on the institution that granted the loan – he emphasized.
Minister Cieszyński announced that from November 17, it will be possible to reserve the PESEL number via the gov.pl portal or the application. To do this, enter the “Your data” profile section and then select “PESEL Objection Register”. The decision can be confirmed or withdrawn by selecting the “Restrict PESEL” or “Withdraw reservation” option. You can also block your PESEL number in person at a commune office, a national bank, a cooperative savings and credit union or at the post office.
