They portray this problem as ‘real’: around the world, recruiters say vacancies remain unfilled and speak of record levels. In Australia, for example, 79% of employers report difficulty filling vacancies, ceda.com.au reports.

For Teresa Liu, managing partner of the Australia and New Zealand firm Fragomen, “the current war for talent is very real.”

A CEDA study on migration found “a skills mismatch during migrants’ journey to Australia and their settlement there.”

Skilled immigrants

Skilled migrants, they warn, could end up in Australia at a lower level or in a different profession.

CEDA reports that in Australia, “the migration program is codified and largely focuses on high-skilled occupations, with numerous concessions under related programs, such as work arrangements for lower-level positions.”

(…) The need for reform and innovation is essential to maintain the pace and attract and retain skilled migrants now and in the future.

Level-based system

To address this, CEDA points out, the federal government’s immigration system review panel has outlined a three-tier system for the main sponsored work visa: the Temporary Skills Shortage Visa.

Level 1: would suit a high-wage cohort and is lightweight.

Level 2: it would be for the mid-level core cohort.

Level 3: would cater to the lower paid/skilled cohort in sectors experiencing persistent shortages and at greater risk of exploitation and displacement of similarly skilled Australian workers.

Jobs

Companies are particularly interested in the details of Level 3 because of the need for semi- or less-skilled roles (for example in healthcare, aged care and childcare) and how complex or simplified these can be.

Probationary employment contract

Australia wants to make progress by supporting skilled refugees and displaced talent as a complementary skilled migration pathway. That is why it has entered into a trial employment agreement with Talent Beyond Boundaries (a non-profit organization).

Australia offers employment for professionals in areas such as technology, telecommunications, cooking and sports.
