On November 13, the filing location for new Forms I-140 filed with Form I-907 will change from USCIS service centers to USCIS secure locations.
The measure is part of the US agency’s efforts “to increase efficiency by reducing the impact on our service centers, digitalizing the process and reducing costs.”

How do you know when it applies?
This change in filing location does not apply if you are filing Form I-907 for a pending Form I-140, or if you are filing Form I-140 with an accompanying application (such as Form I-765, Form I-131, or Form I-485).
USCIS says they will announce changes to the filing location for these forms later, but for now they must be filed at the service centers indicated on the Direct Filing Addresses page of Form I-140, Petition for Alien Immigrant Worker. .
Currently, safe places will turn away each Form I-907 filed with a Form I-140 with a companion Form I-131, Form I-485, or Form I-765.
