Good news for migrants from four countries: if you come from Argentina, Panama, Uruguay or Costa Rica, “you no longer need to apply for a visa to enter Canada.”
This was announced by El País when it published that the Canadian government has taken this decision thanks to the implementation of the Electronic Travel Authorization Program (eTA).
What is eTA
The Electronic Travel Authorization (eTA) constitutes an “entry requirement for visa-exempt foreign citizens traveling to Canada by air.” An eTA is electronically linked to the traveler’s passport.
It is valid for up to five years or until the passport expires, whichever comes first. If you get a new passport, you will need a new eTA, says the website canada.ca.
With a valid eTA you can travel to Canada as often as you want for short stays (usually for a maximum of six months at a time). You do not need an eTA for travel within Canada.
Please note: an eTA does not guarantee entry into Canada.
When you arrive in Canada, a border guard will ask to see your passport and other documents.
You must – he emphasizes – convince the official that you can enter Canada.

The purpose of this measure – El País emphasizes – is to simplify and accelerate the entry process to Canada, which will promote tourism and trade relations between the countries concerned.
Who needs an eTA to travel to Canada?
There are 4 types of travelers. The first describes canada.ca and refers to:

The eTA can be applied for online for $5.24 US dollars, published in El País.
When your eTA has been approved, the authorization will be linked to the passport with which you submitted the application. You must present that passport when you check in at the airline counter for your flight to Canada.
The airline staff, they explain on canada.ca, will scan your passport to confirm that you have a valid eTA. If you do not have these, you will not be able to board your flight.
